PROBLEM TO BE SOLVED: To provide an information communication system that appropriately executes a transfer during communication in accordance with the existence/ absence of the contact of a transfer service during communication of an ISDN network without needing a setting operation performed by a user himself. SOLUTION: When a user requests a transfer during communication to a user B in the middle of communicating with, e.g. a user A, a transfer during communication control part 11 first requests an offer of a transfer service during communication from an ISDN network/private branch exchange 20. When the exchange 20 accepts the request here, the communication between the user and the user A is switched over to communication between the users A and B by the transfer service during communication of the exchange 20. Meanwhile, the request is rejected by the exchange 20, the part 11 realized a transfer during communication being the same as the transfer service during transmission by separately and newly requesting communication with the user B from the exchange 20 and subsequently connecting both the communication with the user A and the communication with the user B via in a self-terminal.
