PROBLEM TO BE SOLVED: To effectively reduce distortion in a read picture. SOLUTION: An LSYNC output counter circuit 51 consists of a counter 52, a comparator 53, a comparator 54 and a waveform output circuit 55. The circuit 51 generates a synchronizing signal LSYNC for synchronizing with a main scanning direction on reading picture data from a CCD. The phase of the signal LSYNC is decided with the count of the counter 52. When stopping the reading of a picture, a CPU stores the count of the counter 52 in a RAM. After then, to restart the reading of the picture, the CPU sets the value stored in the RAM to the counter 52. Thus, the signal LSYNC is started where restarting the reading of the picture from the same phase as the phase when the reading of the picture is stopped.
