PROBLEM TO BE SOLVED: To further reduce construction time and cost, and improve workability without spoiling strength against wind or earthquakes. SOLUTION: A cylindrical body 3 is erected upright inside of a steel tower 2 to support the cylindrical body 3 by the steel tower 2. The horizontal external sectional form of the steel tower 2 is shaped to be substantially equal at any position in the height direction, and further, the steel tower 2 is constituted of blocks 7 having the same shape with a plurality of vertically divided blocks. Furthermore, the cylindrical body 3 is hung in the steel tower 2 and supported thereby. Oil dampers 13 are interposed between the top of the steel tower 2 and the cylindrical body 3.
