PROBLEM TO BE SOLVED: To efficiently use a limited number of relay lines. SOLUTION: A server 60 stores correlation between monitors 511-5m1 and small-sized computers 512-5m2 in a memory 61 and conducts changeover control of a video switcher 40, in response to a request from an operator received by the small-sized computers 512-5m2 and gives an instruction to a server 70 through a LAN channel. The memory 61 stores a relay channel assignment table storing the assignment of relay channels. The server 70 applies switching control a video switch 20, in response to an instruction from the server 60. When no idle relay channel is available and the server 60 has assigned a relay channel to a monitor terminal which has requested connection, the server 60 transmits a video signal through the relay channel and transmits the video signal through the oldest relay channel of the connection start time, when no relay channel is assigned.
