PROBLEM TO BE SOLVED: To enable access to U slit terminals inside a connector block, and connection of jumper wires to the U slit terminals, even when an arrester module which is attached to the connector block for connecting switchboard-side communication wires and subscriber-side communication wires and protects apparatuses inside a station from heavy current is in a state of being attached to the connector block, in a place where communication devices such as a PBX, a telephone switchboard, etc., are installed. SOLUTION: A printed wiring board 30 to which two surge protective elements S1, S2, two connecting terminal armatures 31 and a grounding terminal armature 32 are fitted is put in a housing 33, 34. These connecting and grounding terminal armatures extend downwards as against the housing. The arranged positions of the connecting and grounding terminal armatures as against the housing are one-sided from the vertical center line of the housing when looked on the side surface of the housing, and besides the connecting terminal armatures are positioned more outside than the grounding terminal armature.
