PROBLEM TO BE SOLVED: To obtain a good quality reproduced video by eliminating the influence of flickers associated with thinning processing at the time of compressing an input video signal data in the vertical direction. SOLUTION: A digital video signal is supplied to VRAMs 3 from an A-D converter 2. A line detection means 5 detects the number of lines per field of this digital video signal, and when this exceeds the number of lines of a display screen of a display panel 8, this digital video signal is processed by thinning and is written in the VRAMs 3. When a refresh rate detection means 6 judges that the refresh rate of the digital video signal does not exceed a preset reference value, a controller 4 processes the digital video signal by thinning in such a manner that flickers are not generated in the digital video signal and writes the resultant signal in the VRAMs 3, and when the means judges that the refresh rate exceeds a preset reference value, the controller processes the digital video signal by thinning in such a manner that missing of the pixel data is reduced and writes the resultant signal in the VRAMs 3.
