PROBLEM TO BE SOLVED: To solve the problem that although there are a frame modulation system and a pulse width modulation system as gray level display systems, the frame modulation system is apt to generate flickers when multi-leveled, while the pulse width modulation system consumes much power although it can be multi-leveled. SOLUTION: In a frame modulation system for controlling operation and non-operation of prescribed dots in each frame using the prescribed number of frames as one display period corresponding to gray level data of N-bits (N>=3), a gray level data signal of N-bits (N>=3) per one pixel to be inputted from the outside is converted into N-bit pattern data showing an operation pattern of each frame, and also gray levels are displayed by varying a selection period of an output of a scanning electrode driving device in each frame by an inactivation signal.
