PROBLEM TO BE SOLVED: To provide a communication system and a communication service capable of performing long-time communication aiming at constant connection to the Internet without imposing a load on the exchange of a telephone network nor needing the change of facilities in the house of a subscriber. SOLUTION: A telephone terminal 32 and a computer 31 are connected to a constant connection correspondence terminating device 11 terminating an ISDN subscriber line. A Bch constant connection correspondence connecting device 12 separates the data of a multiplexed channel and allocates the data to the telephone network 51 and a dedicated line network 52. The computer 31 communicates with the opposite party computer 33 by an IP through a Bch/IP conversion device 13 via the network 52 without going through the exchange of the network 51 by one B channel. The terminal 32 can perform communication via the network 51 even while the computer 31 performs communication via the network 52. The network 51 also performs call control corresponding to a channel use situation.
