PROBLEM TO BE SOLVED: To perform discrimination of access for a memory cell or a memory cell region in which write-in or read-out cannot be performed normally and replacement of this memory cell or memory cell region at a minimum cost and at maximum speed. SOLUTION: This device is constituted so that information about positions of memory cells or memory cell regions being unusable is supplied at the point of time at which it is not yet decided that a memory cell having an address for which write-in or read-out cannot be performed normally is already arranged in a selecting device, or a memory cell existing in a memory cell region including a memory cell for which write-in of read-out cannot be performed normally is arranged.
