PURPOSE: A method for controlling a process and data using a data arbitration server is provided to efficiently manage the circumstance of a failure repair-related work by monitoring a process connected to a data arbitration server for arbitrating data between processes relating to failure repair and data information transferred from each process. CONSTITUTION: An environment setting unit reads database environment setting file and sets an environment according to this file in 201. Network information for a transmission server to be connected is read from the environment file in 202. A transmission server management process connects to the DB in 203 and connects to the transmission server in 204. The transmission server management process waits for a data or keyboard input from the transmission server in 205. Afterwards, it is decided whether the data are from the transmission server in 206.
