PROBLEM TO BE SOLVED: To construct an information communication system that is useful to a pay information transmitting provider by enabling it to transmit pay information, such as advertisement, to users. SOLUTION: In this information communication system having a communication network utilizing an internet protocol, a telephone network, one or more information terminal connected to the telephone network, an inter-network connecting device connecting the communication network with the telephone networks and an exchange controller which is connected to the communication network and performs exchange control of information between information terminals, a service information providing device which is connected to the network connecting device and for storing and offering various service information, including not only advertisement information but also information useful to the users and a service information inserting means for transmitting the service information to the information terminals according to prescribed conditions and prescribed timing are provided in the inter-network connecting device.
