PROBLEM TO BE SOLVED: To improve a conventional hydraulic, thermal or nuclear power generating mechanism into a small portable one. SOLUTION: The small portable power generating process, and a small power generator, comprises an electron emitter for emitting electrons from a ball supplied with a current to the emission hole of an annular anode applied with a voltage in the glass tube of a vacuum container, a flywheel for rotating a rotator utilizing Coulomb force, a bearing provided with an insulator on the surface of the flywheel side shaft, a section for controlling operation of the electron emitter and rotation of the flywheel, an operating section provided with switches and lamps, an AC/DC converter, an enclosed lead battery (for 12 V), and the outputs of three AC 100 V receptacles.
