PROBLEM TO BE SOLVED: To provide the degree of condition coincidence between information on plural partial conditions and an applied input event and to interpolate a defect value in the feature variable of the input event. SOLUTION: Condition modules 1-1 to 1-n collates previously applied partial condition data with the input event and decide the presence/absence of the input event inside a selected area formed from the set of events in the partial condition data. Then, the degree of coincidence between the input event and the partial condition data is outputted. Besides, when there is the defect value in the feature variable of the input event, on the basis of the events inside the selected area corresponding to the feature variable of the input event except for the defect value, an interpolated value as the predictive value of the defect value can be found and outputted as well by each of condition modules 1-1 to 1-n.
