PROBLEM TO BE SOLVED: To form a control handle with a resin without exposing a side portion of a through-hole to an end surface of the control handle. SOLUTION: A passing hole 48 is formed penetrating a side portion of a cylindrical portion 42 oppositely formed to a through-hole 46. The size of the passing hole 48 at a cross section orthogonally crossing with a longitudinal direction of the through-hole 46, is made lager than the through-hole 46. The passing hole 48 is disposed in such a way that the whole through-hole 46 is within the passing hole 48 when the hole 48 is viewed from the longitudinal direction of the through-hole 46.
