PROBLEM TO BE SOLVED: To provide a seismic energy absorbing construction in a building capable of easily finding the degree of damages to the members absorbing seismic energy due to plastic deformation, of easily diagnosing the necessity of replacement of the members, and also permitting to easily replace the damaged members. SOLUTION: Sills 2 connecting the footing 1 to the upper structural portion 3 of the building is constituted with very low temperature yield point steel, and this sill 2 is used as a seismic energy absorbing member.
