PROBLEM TO BE SOLVED: To provide wiring load estimate technology for improving the estimate precision of wiring load. SOLUTION: A wiring load estimating device is provided with a net list reading part 14 reading a net list 10, and generating connection information 12 including a signal name, the identification name of a cell and a terminal name, which are described in the net list 10, a connection point calculation part 28 calculating the connection point coordinate 28 of the net list 10 by using connection information 12 and position information 18 including the coordinate of the cell, an outline wiring part 34 deciding a wiring route by using the connection point coordinate 28 and outputting route information 32 and a wiring load estimating part 38 estimating wiring capacity and wiring resistance from route information 32.
