PROBLEM TO BE SOLVED: To enhance data transfer rate within the range of the DSRC protocol standards. SOLUTION: A communication control circuit 1a provided in the inside of an on-vehicle device 1 used for the automatic fare collection system adds information, such as a sequence number data length to data to be generated and sent by an application processing unit 2, corresponding to four channels and divides the resulting data, assigns them respectively to LID1-LID4 and transmits them according to the DSRC protocol. A road-side unit 3 assembles the received data to restore the original data. By using a plurality of LIDs data transfer processing can be conducted through retrial processing, even when data transfer is failed. Available LIDs among the 4 LIDs are retrieved by receiving an FCMC and a plurality of idle slots are used effectively, so that the efficiency of data transmission can be enhanced.
