SOLUTION: This system is composed of a time recorder terminal 7 provided with time information storage means 39 and 28 for storing time information at a time point corresponding to the identification information of an operator with the prescribed operation of this operator, an output means 11 for outputting a message addressed to the operator and a communication means 4 for executing data communication with external equipment and a computer 1 for distribution connected through the communication means 4 to each of time recorder terminals 7 for distributing the message addressed to the registered operator to each of time recorder terminals 7 and on the basis of the prescribed operation of the operator, the message addressed to this operator is outputted from the output means 11.
