PROBLEM TO BE SOLVED: To provide a device and a method for applying half-tone to a digital picture and embedding information efficiently. SOLUTION: This method for embedding information to an input digital picture includes following steps: a) forming a digital message picture having a pixel value expressing information to be embedded (410), b) supplying a digital carrier picture having a pixel code value distributed randomly (400), c) convoluting the digital message picture and the digital carrier picture (420) and preparing a dither matrix including the information to be embedded (440), and d) applying- tone to the input digital picture by using the dither matrix to prepare a half-tone digital picture having embedded information.
