PURPOSE: A steel sleeper having valleys is provided to prevent the damage of concrete by decreasing the impact applied to the upper part, to reduce noise, and to have the resistance against noise vibration and impact. CONSTITUTION: A steel sleeper having valleys installed to the lower part of a rail to support the rail comprises a steel material(10) having a bent part folded in one or more valleys(14a,14b) and many mounts(13a,13b,13c) longitudinally on the upper side close to the rail, the concrete applied to inner spaces of the steel material formed by the formation of the valleys and the mounts and a fixed part installed to the upper part of the steel material to fix the rail.
