PURPOSE: An apparatus and a method for setting up a point-to-point protocol session instead of an ADSL modem are provided to minimize a PPP session setting function performed in a PC by removing PPP from a program of the PC by providing the PPP session setting function to an ADSL modem and easily install the apparatus between the PC and the ADSL modem. CONSTITUTION: An information transmission unit(308) of the PC transmits a control information inputted from the PC by a user through an Ethernet connected between the PC and the ADSL modem(103) to the ADSL modem(103). A control packet processing unit(305) transmits a control signal from the PC to an input queue(302) of a controller(301) through an Ethernet connection with the PC, and the controller(301) transmits the message transmitted to the input queue(303) of the control packet processing unit(305) to the PC. A link checking unit(306) checks the state of the link and transmits the information to the input queue(302) of the controller(301) in accordance with a state information request signal transmitted to the input queue(304) of the link checking unit(306), and transmits the information to the input queue(302) of the controller without any request from the controller(301) based on a result of the verification and link stop state.
