PURPOSE: A fractional E1link device between a base station and a control station is provided to solve the problems of trunk generation by dividing E1/T1 between a base station and a control station by time slots. CONSTITUTION: A clock converter(10) receives a frame synchronization clock and system clock, and converts a system clock into a clock corresponding to the number of subscriber. A processor(20) is synchronized with the clock output from the clock converter and interfaces the transceiving data of a base station. A framer/transceiver(30) synchronized with the frame synchronization clock and system clock frames the data output from the processor only to a certain time slot to order to be suitable for a fractional E1 link, and transfers the data output from the fractional E1 link to the processor. A multiplexer/demultiplexer(40) multiplexes the data output from the framer/transceiver and other base stations, and transmits it to the E1/T1 link, demultiplexes the output data to then transfer them to the framer/transceiver in each base station.
