PURPOSE: A method for controlling overload using a random variable in a mobile communication system is provided to efficiently control a call in an overload state by executing a ratio control for a permission rate by overload classes using a random variable, setting a goal of 90 percent in a processor seizure rate. CONSTITUTION: A BSS(Base Station Subsystem) judges whether an overload state lasts for 8 seconds(S110). In case that the overload state lasts for 8 seconds, the BSS initializes a random control level, controlling a CCP(Call Control Processor), into an arbitrary value(S120). The BSS judges whether a seizure rate by the traffic load increase of the CCP is higher than a permissible seizure rate(S130). If the seizure rate by the traffic load increase of the CCP is higher than the permissible seizure rate, the BSS takes the lowest control level value between the highest CCP control level value and a 1 added permissible CCP control level value as the control level value of the CCP(S140). In case that the seizure rate by the traffic load increase of the CCP is lower than the permissible seizure rate, the BSS takes the highest control level value between the lowest CCP control level value and a 1 subtracted permissible CCP control level value as the control level value of the CCP(S150).
