PURPOSE: A transmission data processing apparatus in a time and frequency transfer system using a satellite and a method thereof are provided to be continuously used as a performance test tool of a system by transmitting a data in online through a network between a spacecraft control center and a transmission station and smoothly and stably transmitting and receiving the data between a transmission data processor and a modulator. CONSTITUTION: When a system is initialized and a transmission data processor is initiated, ports of a computer allocated to a spacecraft control center and a correction station are opened(401). A transmission process is generated to transmit a data to a modulator(402). The ports are initially in a sleep state and not operated before a data is inputted(403). It is checked whether a data has reached the ports from the spacecraft control center and the correction station(404). When a data reaches the ports, adaptability of the data format is verified(405). If the data format is adaptable, an integer value of a field is extracted according to a reference value set for each field of the data(406) and stored in a database according to a database schema(407). The transmission processor periodically the database for the corresponding data(408), puts it in a previously determined transmission data format, performs a channel coding and a time coding, and transmits it to the modulator(410).
