PURPOSE: An apparatus for creating an electronic map and controlling a transmission and a reception and a method thereof are respectively provided to create an electronic map in real time according to a request of a client by forming database of map information. CONSTITUTION: The apparatus for creating an electronic map and controlling a transmission and a reception includes a transmission and reception control part(201) and an image creating part(202). The transmission and reception control part(201) requests electronic map creations in sequence according to requests received from clients, and transmits created electronic maps to the clients, respectively. The image creating part(202) creates the electronic maps based on electronic map data according to the requests of the transmission and reception control part(201), and provides the electronic maps to the transmission and reception control part(201).
