PURPOSE: A method of controlling loading by dynamic packet allocation is provided to increase the rate of success in loading by discriminating the cases of loading into the case of high rate of success and the case of low rate of success and dynamically controlling the number of the packets available for one time transmission. CONSTITUTION: The number of transmittable packet available for one time transmission and a packet variable amount for varying the number of available packet are set initially. If there is a request for loading, the number of transmittable packet is transmitted as set in the beginning to perform loading. If the loading ends normally, the number of transmittable packets is increased by the packet variable amount. If not, the number of transmittable packets is decreased by the packet variable amount, thus dynamically varying the number of transmittable packets. If there is the request for loading again, the loading is conducted as many times as the number of transmittable packet that is variably set.
