PROBLEM TO BE SOLVED: To form a heat-insulating layer which reduces the ODP to zero, facilitates construction, and exhibits high heat insulating effect. SOLUTION: A closed space 10 is formed at a location of a wall structure or the like of a house, at which heat insulation is required, and a part of a closing member 11 for closing the space 10 has a hole 12 formed therein, through which the exterior communicates with the interior of the space 10. The closing member 11 also has gas-drain vents 13 formed therein. A rigid urethane foam material of complete aqueous foaming, which has foaming density of 30 kg/m3 or lower and closed cell ratio of 20% or lower, is injected through the hole 12, which is then expansion-molded in the space 10. In this manner, this heat insulating layer 20 is formed.
