PROBLEM TO BE SOLVED: To provide a high temperature resistant heat insulating ceramic composition for a ceramic base material composite. SOLUTION: This composition is composed of a plurality of hollow oxide base sphericities (20) having various dimensions, a phosphate binder (12) and at 1 east one kind of oxide filler powder (12), the phosphate binder partially buries the gap between the sphericities and the oxide filler powder, and in the sphericities, in the space between the phosphate binder and the oxide filler powder, each spherical body is brought into contract with at least one other spherical body.
