<p>PROBLEM TO BE SOLVED: To provide a detecting device capable of catching the dynamic attachment (collision) itself of rain drops or the like without making a comparison with the reference value in detecting the state of a detected surface, and to provide its method. SOLUTION: This detecting device detects the state of the detected surface by reflecting light emitted from a light emitting element, on the detected surface and receiving reflected light by a light receiving element, has a means for generating a delay signal from the light receiving element, a means for obtaining the difference between the signal from the light receiving element and the delay signal, and a judging means for judging the state of the detected surface by the generation of the difference.</p> |
