PROBLEM TO BE SOLVED: To provide a lifting and lowering device wherein the lifting and lowering range of a carrier, which is lifted or lowered drawing an arc while it is being held in the horizontal state, can be expanded so that it can be easily used. SOLUTION: In the lifting and lowering device 3 wherein a carrier 35, on which a load or the like is mounted, is lifted or lowered drawing an arc, while the carrier is held in a horizontal state, a left arm is formed on the left side of the carrier 35 and one of the ends thereof is rotatably supported, while the other end rotatably supports the carrier. A right arm is formed on the right side of the carrier 35 and one of the ends thereof is rotatably supported, while the other end rotatably supports the carrier 35. The left arm comprises an outside arm 18 spaced part from the carrier and an inside arm 22 formed between the outside arm 18 and the carrier 35. The right arm comprises an outside arm 21 spaced apart from the carrier and an inside arm 23 formed between the outside arm 21 and the carrier. The outside arm and the inside arm are arranged so as to intersect each other while the carrier is lifted or lowered.
