PROBLEM TO BE SOLVED: To ensure the safety and improve the usability by solving such a problem that a large force is needed to move a heavy item which is standing still, and an initial action to tale out a storage part to pull it to a takeout position, thereby lowering it cannot be easily carried out, and hence the usability is not high. SOLUTION: Parallel links 1, 2, the proximal ends of which are supported on base frames 3, 4 respectively to lift and lower a storage part C between free ends of the links 1, 2 and urging means 21, 31 which functions in an upwardly acing direction of the storage part C, and damper mechanisms 11, 12 to limit the descending speeds of the part C are provided. At a rising position, the links 1, 2 are inclined rearward from an upright posture ad the means 21, 31 are not activated, and at a position where the links 1, 2 are inclined forward from a nearly upright posture, the means 21, 31 are activated.
