PROBLEM TO BE SOLVED: To improve dimensional accuracy of a wound roll by eliminating waving of both ends of an original textile roll with the simple constitution. SOLUTION: When winding a film F, a specific air pressure is applied to an actuating member 31 for rotating a swing arm 30 connected to a tension roller 19 arranged in a front stage of a winder 10, and a position of the tension roller 19 is controlled to set tensile force acting on the film F at winding to a specific value.
