PROBLEM TO BE SOLVED: To safely use a device and to smoothly perform the feeding of a wire. SOLUTION: This device is a device for drawing out a welding wire which has a bobbin 1 on which a welding wire 2 is wound from an inner layer to an outer layer while imparting torsion to the welding wire 2 and with which the wire is drawn out by installing the bobbin so that the flanges 1a of the bobbin 1 are situated at the top and bottom, the main body 4 of a rotary drawing-out device with which the wire 2 is drawn out through a welding wire passing part 5 is provided on the bobbin 1 and also the welding wire passing part 5 is insulated. In this way, by preventing short-circuit when the welding wire 2 charged by electricity of the plus or minus side is brought into contact with a matter charged by the other electricity during welding, safety during welding and good drawing-out property of the welding wire are maintained.
