PROBLEM TO BE SOLVED: To reduce discharge soil in constructing a composite steel pipe pile. SOLUTION: In constructing a composite steel pipe pile, a steel pipe 1 protrusively provided with an inclined discharge soil control blade 2 at the tip part outer surface is used, and while constructing a soil-cement column 22 by excavating the ground, and filling, mixing and agitating cement milk by a construction device 10, the steel pipe 1 is rotated and pressed inside in the screw direction of the control blade 2 protrusively provided at the tip part outer surface. Under the action of the control blade 2, while taking in a part of constructed soil cement 21 to the outer periphery of the steel pipe 1, soil cement outside of the steel pipe 1 is about to be pushed upward, but at this time, the sum of hydraulic pressure based on the own weight of soil cement above the blade, and frictional force between an excavated hole wall and the soil cement tending to flow in a narrow space between the outer periphery of the steel pipe 1 and the excavated hole wall, becomes reaction to partially heighten the pressure of the soil cement at the upper face of the blade. Construction is thereby carried on while generating additional pressure for pressurizing the soft ground on the side of the pile, so that the peripheral soft ground is widened by force to restrain the discharge of soil to the ground.
