PROBLEM TO BE SOLVED: To provide an inexpensive base material for wallpaper excellent in flexibility, having a long workable time and good in work efficiency from an aspect of execution and wallpaper. SOLUTION: A base material for wallpaper is constituted by integrally bonding a needled nonwoven fabric with a face density of 30-100 g/m2 containing 50 mass% or more of rayon fibers and backing paper with a face density of 80 g/m2 or more by a polyolefinic thermoplastic film-like resin and the moisture permeability thereof is 250-1,000 g/m2.24 hr. Wallpaper is manufactured by using this base material.
