PROBLEM TO BE SOLVED: To suppress a thermoplastic resin film to partially exfoliate in filiform when a cylindrical body with the thermoplastic resin film adhering the inside is separated in an axial direction. SOLUTION: The device comprises a couple of cutting tools that are pushed and pressed to an identical lineal domain of the both surfaces of a metal plate where the thermoplastic resin film is adhered and that conducts cutting the film and forming a groove designed for separation at the both surfaces of the metal plate, a separating outer guide 22 that is pushed and pressed to the both sides of a groove designed for separating at the outer surface of the cylindrical body 19 that is formed by folding and mating two side edges of the metal plate that is bent into curvature such that the film side shall be the inside of the plate, and a separating cutter 27 that gives a shearing load to the cylindrical body 19 along with the groove designed for separation co-acting with the separating outer guide 22.
