The use of active agent(s) (A) selected from 4-oxo-quinoline-3-carboxylic acid derivatives (including naphthyridine or quinolizine analogs) (I) or (II) for topical and/or local treatment or prophylaxis of bacterial diseases in humans or animals is new. The use of one or more active agent(s) (A) selected from 4-oxo-quinoline-3-carboxylic acid derivatives (including naphthyridine or quinolizine analogs) of formula (I) or (II) and their hydrates, acid addition salts, carboxylate salts, enantiomers, diastereomers, racemates or mixtures, optionally together with auxiliaries, is claimed for the preparation of medicaments for topical and/or local treatment or prophylaxis of bacterial diseases in humans or animals. The use of ciprofloxacin for the treatment of eye or ear diseases is excluded. A = CH, C(halogen), C(Me), C(CN), C(OMe), C(OCHF2) or N; R1 = 1-5C alkyl, 2-5C alkenyl, 2-fluoroethyl, cycloalkyl, bicycloalkyl, 2-fluorocyclopropyl, 1-oxetan-3-yl, NHMe, optionally substituted phenyl or pyridyl; or A + R1 = C-O-CH2-CH(Me)-; R2 = H or 1-3C alkyl (optionally substituted by OH, halo or NH2); R3 = H, halo, Me, NH2 or NHNH2; R4 = H, halo or NH2; R5, R'2 = optionally substituted mono-, bi- or tricyclic alicyclic system (optionally containing double bond(s)) or mono-, bi- or tricyclic aromatic system (both optionally containing heteroatom(s)); R'1 = H or 1-3C alkyl.
