A plate spring 15 is mounted in each recessed groove 14, and a crimp cylinder 16 is fitted therein, whereby a central projection 15b of the plate spring 15 is elastically pressed, and the spring force N is radially applied to the outside. The vibration in cutting is damped by the friction of a central projection 15b of the plate spring 15 and an inner peripheral surface 16a of the crimp cylinder 16.
