PROBLEM TO BE SOLVED: To provide a cold accumulation material manufacturing apparatus which can suppress generation of defective products and efficiently manufacture the cold accumulation material. SOLUTION: The cold accumulation material manufacturing apparatus comprises a resin feed pipe 1 to feed a water-absorbing resin 6 inside a bag member 5, an aqueous solution feed pipe 2 to feed an aqueous solution 7 inside the bag member 5, and a jig 4 to hold the bag member 5. A water-repellent tape member 9 is wound around a surface of the resin feed pipe 1, the aqueous solution feed pipe 2 and the jig 4.
