PROBLEM TO BE SOLVED: To provide a composite semipermeable membrane which is excellent in water permeability with a high removal ratio and a manufacturing method thereof. SOLUTION: A separation function layer is formed on a porous supporting film by performing an interfacial polycondensation in such a way that the aqueous solution of a multifunctional amine comes in contact with an organic solvent. The ratio of the actual length of the surface of the separation function layer to 1μm of the porous supporting film to the film thickness of the separation function layer is 50 or more.
