PROBLEM TO BE SOLVED: To provide inexpensively producible steel for a frame having good workability and excellent in spring settling resistance and to provide a method for producing the same. SOLUTION: This ferritic stainless steel has a chemical composition containing, by mass, 0.020 to 0.08% C, <=2.0% Si, <=1.0% Mn, 10.5 to 16.0% Cr, 0 to 1.0% Cu, 0 to 0.50% Ni, 0 to 0.03% Ti, 0 to 0.05% Nb and 0 to 0.05% Al, furthermore containing one or more kinds selected from the groups consisting of 0.040 to 0.10% P, 0.02 to 1.0% Mo, 0.02 to 0.30% V and 0.02 to 1.0% W and controlled in such a manner that GP calculated by the following formula is regulated to the range of 15 to 50%: GP=700C+800N+ 20Ni+10(Cu+Mn)-6.2Cr-9.2Si-9.3Mo-4.5W-14V-74.4Ti-37.2Al+63.2, where each element in the above formula denotes mass%. This steel can easily be produced by subjecting a steel slab having the above chemical composition to hot rolling and subjecting the same to continuous annealing at 850 deg.C or less and rescaling.
