PROBLEM TO BE SOLVED: To provide an apparatus capable of cleaning a coolant waste liquid, a rolling waste liquid or a washing waste liquid up to a state enabling the drain to sewage. SOLUTION: A liquid cleaning apparatus consists of a process 1 applying pulse voltage across electrodes between which a waste liquid passes to generat discharge or for adding a basic aqueous solution to collapse the ballance of a nonionic surfactant, a process 2 for diluting the waste liquid to reduce the mixing amount of the surfactant to reduce the dispersing force thereof and a process 3 for circulating the waste liquid through these processes to a flocculation type filter device 6 constituted of a cylindrical filter 7, the adsorbent 8 surrounding the filter and a container housing the filter and the adsorbent to filter the same.
