PROBLEM TO BE SOLVED: To provide a grouting liquid and process to enable the stabilization, reinforcement and water-stopping work of a rock stratum, subsoil and artificial construction in high consolidation strength, stabilizing and reinforcing effect, durability, grouting workability and economy by injecting a grouting liquid composition composed of specific components and forming a foamed inorganic- organic composite solidified material which is difficult to obtain by conventional method. SOLUTION: The objective grouting liquid composition for the stabilization of a subsoil, artificial construction, or the like, is composed of (A) an aqueous solution of an alkali metal silicate, (B) an organic polyisocyanate composition having a viscosity of <=80 mPa.S at 25 deg.C, (C) a tertiary amine catalyst and optionally (D) a polyol. The grouting liquid composition is used for the stabilization, reinforcement and water-stopping work of a rock stratum, subsoil and artificial construction.
