PURPOSE: An apparatus and method for reproducing an optical disk are provided to detect a quantity of data stored in a buffer and a unit for controlling a data transmitting velocity toward a host in accordance with the detected quantity of the data. CONSTITUTION: A data transmitting control device(18) is provided between a buffer(12) and a host(16). The elements of the data transmitting control device(18) are described as follows. A counter unit counts a data block number(or, data byte number) stored in a buffer(12) as a unit for detecting a quantity of data stored in the buffer(12). A host data transmitting velocity control unit controls a data transmitting velocity toward the host(16) in accordance with the detected data quantity. A read strobe signal creating unit creates a read strobe signal and transmits the signal to the host in accordance with a control of the control unit. The counter unit plays a role of a block counter having a data block number being remaining in the buffer(12) by increasing '1' when data 1 block is inputted and by decreasing '1' when data 1 block is outputted. The host data transmitting velocity control unit controls a data output velocity by reading the current status of the buffer(12) from the counter unit. The data input velocity is calculated whenever 1 block is inputted. The read strobe signal creating unit is controlled for identifying the data output velocity with the data input velocity.
