PURPOSE: A cell data processing apparatus and a method of an ATM system are provided to successfully process every cell data as required within a given processing time as cell data can be operated by a cell slot unit by generating a time termination signal for ensuring the minimum time during which cell data of a lower buffer can be moved to an upper buffer in one cell slot interval and ascertaining the upper and the lower buffer before the time termination signal is generated in one cell slot interval. CONSTITUTION: An upper buffer(200) stores cell data received from a lower layer. An upper buffer(100) stores cell data which has been completely processed and transmits the data to an upper layer. A header checking unit(300) reads and processes a header of ATM cell data received by the lower buffer(200), if the upper buffer is empty. A buffer checking unit(400) checks whether there exists ATM cell data received for each of the upper and the lower buffers(100,200) in response to the first control signal and stops checking of the upper and the lower buffers(100,200) if a time termination signal is inputted. A register(600) processes the ATM cell data received by the lower buffer(200) and stores information data required for operating time to be taken for transmitting the data to the upper buffer(100). A time termination signal generator(500) receives the information data from the register(600) and generates the time termination signal on the basis of the information data in response to the second control signal. And a controller(700) receives the information data from the register(600) and provides the first and the second control signals to the buffer checking unit(400) and the time termination signal generator(500).
