PURPOSE: The titled protective cream composition containing a herb medicine such as Oenanthe javanica (Bl.) DC., Acorus calamus L., Glycyrrhizae radix, green tea and bracken as a main component is provided, which regenerates scalp as well as damaged hair. CONSTITUTION: This composition is prepared by the process consisting of: preparing a powdery first formulation by boiling 2-3% by weight of Acorus calamus L., 2-3% by weight of a bracken, 1-2% by weight of Oenanthe javanica (Bl.) DC., 5-6% by weight of green tea, 1-2% by weight of Glycyrrhizae radix, 4-5% by weight of cysteine and the balance distilled water at 100-110deg.C; and preparing a second formulation by mixing 30-35% by weight of olive oil, 30-35% by weight of ethanol, 10-20% by weight of a surfactant, 10-20% by weight of silicon oil, 5-10% by weight of sodium bromate and the balance distilled water.
