PROBLEM TO BE SOLVED: To provide a molten steel desulfurizing agent for desulfurization and denitrification, with which the cleanliness of the steel can be kept or improved. SOLUTION: (1) This desulfurizing agent for desulfurizing the molten steel contains CaO and metallic Ca, and the metallic Ca content satisfies the formula (1), 7×[Al]+5.1>=(Ca)>=0.94×[Al]+0.34 (wherein, [Al] is Al concentration (mass %) in the molten steel; and (Ca) is the metallic Ca concentration (mass %) in the desulfurizing agent), or satisfies the formula (2), 7×[Al]+5.1>(Ca)>5×[Al]+1.4 (wherein, [Al] is Al concentration (mass%) in the molten steel; and (Ca) is the metallic Ca concentration (mass %) in the desulfurizing agent).
