The invention relates to a frost-proof drinking fountain that may be inserted in potable water distribution networks having the nominal pressure of maximum 4.5 bars, and supplying the population. The frost-proof drinking fountain comprises a base (1) integral with a cylindrical section (6) which is burried into the ground together with a discharge vat (15) covered by a grate (14). A tapered section is mounted above the ground, coaxially with the cylindrical section, said tapered section being covered at the upper end by a lid (18) fixed on the frame-cover (17) wherein an actuating lever (26) hingedly articulated to a bolt (28) is mounted. A pipe (23) is vertically mounted onto the axis of the two sections (6 and 13), the upper end of said pipe (23) being screwed in the elbow-joint (22) and resting by means of a nut (24) on a plate (32), pushed upwards by the force of a thrust spring (29) leans against a flange (31) by means of a second plate (30), said flange being welded inside the tapered section (13). A horizontal discharging-pipe (21) is screwed at the other end of a elbow joint (22). Above the elbow joint (22) a guiding piece on which the lever (26) rests is welded. A valve (A) is mounted at the lower part of the pipe (23), which, together with a guiding bush (34) fixed onto the base (1) ensures or blocks the access of the network water to the pipe (23) and drains of the water left inside the pipe (23) almost instantaneously, when the lever (26) is released and the pipe (23) is pushed upwards by the thrust spring (29) and raises the valve (A) and blocks the water access in the drinking fountain. Thus, the danger of the water freezing in the drinking fountain during winter is eliminated.
