An abrasion resistant laminate comprises: (a) a durable wear-resistant top layer assembly comprising the following layers: (i) a wear resistant upper layer; (ii) a decorative layer comprising a paper sheet; and (iii) a core layer comprising at least two sheets of thermosetting resin impregnated paper; (b) a flexible waterproof polymeric substrate for forming a base layer for the abrasion resistant laminate, the base layer having a Shore A hardness of 50 to 100 and being positioned beneath the top layer assembly and (c) a water resistant adhesive layer positioned between the top layer assembly and the base layer for adhering the assembly to the base layer to form the abrasion resistant laminate.
