PROBLEM TO BE SOLVED: To provide an image decoder that can conduct adaptive decoding in the unit of pixel and decoding processing in the unit of block without losing the correlation of pixel values between undecoded pixels and pixels to be decoded. SOLUTION: The image decoder is provided with a decoder 26a that decodes a coded signal resulting from coding a pixel value of a coded pixel Px based on a predicted pixel of the decoded pixel and with a prediction value generating section 150 that generates the predicted pixel value based on the values of reference pixels P0'-P9' placed around the decoded pixel Px'. The decoder 26a decodes the coding difference value with respect to the receiving coded pixel Px as an image coding signal externally and adds the prediction pixel value Sp from the prediction value generating section 150 to the decoded difference to generate a decoded pixel value with respect to the pixel to be decoded and outputs it to an inverse block processing unit 30.
